Annually, The American Institute of Architects, Iowa Chapter (AIA Iowa) plans and hosts Design Professionals Day on the Hill at the Iowa State Capitol. Nearly 75 design professionals from across the State of Iowa will be in attendance. When beginning your construction process you must be sure you have a good understanding of Iowa's competitive bidding laws as they relate to the bidding and award of public works construction projects. As partners AIA Iowa, Master Builders of Iowa, and American Council of Engineering Companies of Iowa undertook the initiative to build a Resource Guide that focuses primarily on the design / bid / build project delivery system required by Iowa law for most public contracts. Public owners will be served better by a thorough understanding of how this particular project delivery system works with an emphasis on the legal pitfalls along the way to a successful construction project.

The intent of this document is to provide recommended ground rules for competitive bidding procedure and award of building construction contracts. At the heart of these recommendations is the conviction that ethical competition is good for everyone.
